China's National Development and Reform Commission, together with relevant departments, has launched the first batch of 136 landmark major application scenario projects, Xinhua reported on 20 October from a commission press conference. The commission said the batch provides important traction for cultivating and opening up scenarios. [ 1 , 2 , 3 ]

Li Chao, deputy director of the commission's Policy Research Office and its spokesperson, said the tasks of these projects can be summed up in three keywords: validation, opening and demonstration. [ 1 , 2 , 3 ]

Validation means speeding the maturing and application of new technologies, products and business forms. As an example, Li said smart mining scenarios will activate scenario resources of more than 2,800 mines, giving cloud computing and industrial internet of things a space for validation. Opening means supporting all kinds of business entities in sharing opportunities. For brain-computer interfaces, validation scenarios will cover diagnosis, treatment, assistance and consumer uses, with a data platform, a pilot-scale testing platform and scenario application centres to support companies in validating products and expanding their markets. [ 1 , 2 , 3 ]

Demonstration means providing models for wider use. In power and energy, Li cited a scenario in which Jibei's 100-million-kilowatt-class new energy serves the green energy transition and industrial coordination of the Beijing-Tianjin-Hebei region, along with new-type energy storage power system scenarios. These will involve grid-forming flexible DC transmission, flexible load regulation, and active support and aggregation networking for wind, solar and storage, to provide a model for the green, low-carbon transition of the energy system. [ 1 , 2 , 3 ]

Jiemian, which described the release as made jointly by the commission and other departments, said a scenario is a specific setting for systematically validating the industrial application of new technologies, products and business forms. It reported that the 136 projects cover five types: new fields and tracks, industrial transformation and upgrading, sector applications, social governance services and livelihood. Nearly half fall within the strategic emerging industries and future industries of the 15th Five-Year Plan outline, according to Jiemian. [ 4 ]

Jiemian also reported that the batch involves more than 1,700 new technologies and more than 1,200 new products and is to prompt more than 2,200 new standards and norms. The commission said it will manage the list through a dynamic ledger. It will coordinate funds for eligible projects and encourages localities to offer their own support. Eligible scenarios can publish lists of technologies, products and business forms to be validated to private firms and small and medium-sized enterprises, Jiemian reported. [ 4 ]

Why it matters

The commission said the batch gives important traction for cultivating and opening up application scenarios. Jiemian reported that the commission will fund eligible projects and that qualifying scenarios can offer validation opportunities to private firms and small and medium-sized enterprises.
