The Commerce Ministry, the General Administration of Customs and the Central Military Commission's equipment development department issued Announcement No. 49 of 2026 on 19 October, announcing a decision to revise export controls on drone-related items. The announcement cites the Export Control Law and other laws and says the decision was made to safeguard national security and interests, with approval from the State Council and the Central Military Commission. [ 5 , 14 ]

Items meeting the listed characteristics may not be exported without a licence, and exporters must apply to the State Council's commerce authority. The measures take effect on 18 November 2026. [ 5 , 14 ]

The announcement lists autopilots designed for unmanned aircraft and related gimbal-stabilisation and mission-payload technology. It also covers unmanned aircraft able to fly under control beyond the operator's natural line of sight with a maximum endurance of 30 minutes or more, engines designed for such aircraft, and radio communications equipment with an equivalent isotropic radiated power of at least 30 dBm or the ability for one station to control more than 10 aircraft. [ 14 ]

Caixin reported that specific brushless motors, electronic speed controllers and carbon-fibre propeller blades are brought under control, while the capacity threshold for drone aerosol-dispensing devices is raised and some agricultural drones are eased. It said a brushless motor needs a licence if it meets all four conditions: rated voltage of at least 48 volts, rated power of at least 3 kW, power density of at least 3 kW/kg and rated speed of no more than 3,000 rpm. Caixin also noted that the dual-use export control list published in November 2024 already placed some drones and related parts under control. [ 20 ]

A Commerce Ministry spokesperson said the items have clear dual-use military and civilian attributes and that the aim is to safeguard national security and interests and meet non-proliferation and other international obligations. The spokesperson said China would review licence applications according to law and approve those that comply, and that countries and regions with an export control dialogue mechanism had been informed earlier. The spokesperson described dynamic adjustment of controls as common international practice and said some formerly advanced products are now mass consumer goods. [ 9 , 13 ]

Yicai carried an expert commentary saying the adjustment responds actively and takes account of both development and security, as well as non-proliferation obligations and national economic and trade interests. China News Service wrote on 20 October that the round is not simply a tightening or loosening. [ 16 , 21 ]

Why it matters

Exporters of the listed drone items will need to apply for a licence from 18 November. The Commerce Ministry said compliant applications will be approved, and Caixin reported that the revision both adds items to the controls and eases some rules for agricultural drones.
