Seven Chinese government departments have jointly issued the Advertising Industry Development 15th Five-Year Plan, China News Service reported on 20 October. The issuers are the State Administration for Market Regulation, the Cyberspace Administration of China, the Ministry of Culture and Tourism, the Ministry of Education, the Ministry of Public Security, the Ministry of Commerce and the National Radio and Television Administration. China News Service said the plan was drawn up under the outline of the 15th Five-Year Plan for national economic and social development and is the special document guiding the advertising industry's high-quality development over the next five years. [ 3 , 4 ]
The plan says that by 2030 the advertising industry's scale should grow by about 10% a year on average, and the quality of business entities should keep improving. It also calls for more spending on research and creativity, a marked rise in digital and intelligent capability, and stronger support for industrial upgrading and consumption. It names "brand globalisation" as a direction, and it seeks coordinated development among large, medium and small firms and a new breakthrough in regional coordination. Further goals include better advertising works, a more sound mechanism for creating and spreading public-service advertising, better advertising laws and regulations, and more effective supervision and enforcement. [ 1 , 2 , 3 , 4 ]
China News Service listed five guiding principles: innovation-driven development, integration, coordination and openness, value-led public-service advertising, and efficient governance. Under openness, the plan backs localities in pursuing distinctive and specialised paths and supports advertising and brands going abroad together. [ 3 ]
In separate items, CLS said the plan supports regions that meet the conditions in building advertising industry clusters at the 100-billion-yuan level. It said eastern regions should strengthen their innovation role, while central, western and northeastern regions are encouraged to draw on local resources. CLS also reported that the plan encourages mergers, reorganisations and strategic alliances to build leading firms, and sets a goal of about 10 advertising leaders with international competitiveness by 2030. [ 5 , 6 ]
China News Service said the State Administration for Market Regulation and the other departments will step up coordination, and will monitor implementation, carry out a mid-term review and a final review, to ensure the key tasks are carried out. [ 3 ]
