Seoul city said on 20 October that it is extending public support for forming redevelopment associations to Moa housing (모아주택). The city had run the support mainly for large-scale redevelopment projects until now. Newsis and Yonhap reported that the 2026 programme is being introduced for the first time this year. [ 1 , 2 , 3 , 4 ]
Under the programme, district offices select a redevelopment management firm to support the procedures needed to form an association, and the city subsidises part of the cost. The main support items are identifying the owners, drawing up an association formation plan, setting up a residents' council, helping collect consent forms, drafting the association's articles and helping to hold the inaugural general meeting. [ 1 , 2 , 3 , 4 ]
The city will cover up to 100 million won per zone. Newsis, Yonhap and Maeil Business said the money goes to the management firm's service fees and to allowances for the residents' council and the election commission. About 20 zones in Moa Town (모아타운) are to be selected this year. [ 1 , 2 , 3 , 4 ]
The programme targets zones in Moa Town that are newly pursuing association formation. They must be street housing improvement or small-scale reconstruction zones with 100 or more owners that plan to use the association method. An application needs consent from at least 50% of owners, but a district head can allow an application below that level if he or she judges public support necessary. [ 1 , 2 , 3 , 4 ]
Newsis and Maeil Business reported that existing Moa Town zones should submit an application form, residents' consent forms, a copy of an identity document and related papers to the district office department in charge of Moa Town. Yonhap said existing zones apply to their district. Newsis, Yonhap and Maeil Business said new zones can apply together with the call for Moa Town candidate sites under the Moa integrated plan. [ 2 , 3 , 4 ]
The city will accept applications on a rolling basis from 21 October to the end of the year. After a preliminary review by the districts, it will review the submitted zones on residents' consent rates and project feasibility. Asia Economy, Newsis and Maeil Business added the urgency of redevelopment and the districts' capacity as criteria. Those three outlets said a selection committee will meet from time to time to decide the supported zones. [ 1 , 2 , 3 , 4 ]
Myeong No-jun (명노준), head of the Seoul city housing office, said that forming an association is an important step in pursuing Moa housing projects in earnest. He said the city would give expert support so residents do not struggle with complicated procedures and a lack of information, reduce early delays and help the improvement of low-rise residential areas go smoothly, according to Asia Economy and Newsis. [ 1 , 2 ]
Why it matters
The outlets describe the scheme as meant to ease the complex paperwork and lack of specialist information that residents face when setting up an association. The documents give no figures on how many homes or residents are affected beyond the roughly 20 zones planned this year.
